About Rocky Top.

Rocky Top sits northwest of Knoxville, mostly in northern Anderson County with a small piece over the Campbell County line. The routes give the place much of its day-to-day orientation: Interstate 75 serves the city at two exits, U.S. Route 25W runs through it, and U.S. Route 441 ends here before traffic continues toward Knoxville to the south or Kentucky to the north. For home-service trades moving from house to house, those corridors are the practical spine of a small city.

The name on the sign is recent, but the place reads older than “Rocky Top.” It began as Coal Creek after settlement opened following the 1798 Treaty of Tellico, taking its name from the stream through town; nearby Briceville and Coal Creek became central to the 1891 Coal Creek War over convict labor in the mines. In 1936, after the Tennessee Valley Authority completed Norris Dam and created Norris Lake, the town became Lake City, with Norris Dam State Park still nearby. The Rocky Top name became official on June 26, 2014, after a federal court fight with the House of Bryant over the song’s copyright claims, and newer retail and restaurants have clustered near the I-75 exit since then.

Tennessee requires a contractor's license before you bid or quote a price on any job totaling $25,000 or more, materials and labor together. That applies to the contractor running the job, and separately to electrical, mechanical, plumbing, HVAC, roofing and masonry work whose own share reaches $25,000. The license has to be in hand before the bid goes out, not before the work starts.

Below that, Anderson and Campbell Counties has not adopted Tennessee's Home Improvement law, so there is no separate Home Improvement license for residential jobs under $25,000 in Rocky Top. Nine counties did adopt it — Davidson, Rutherford and Robertson among them — so a job across the county line can carry a requirement this one does not.
