Waynesboro’s layout starts with its county-seat origin: it was founded in 1821 for newly created Wayne County on a 40-acre tract that included the courthouse and jail. Ashland Academy followed in 1843, and the city incorporated in 1850, so the town’s center grew from civic uses first rather than from a rail stop or mill district.
