Winchester still reads like a county-seat town because that is how it was laid out: the Tennessee Legislature made it Franklin County’s seat of justice in 1809, and the town was laid out the next year. The older story runs through places like Hundred Oaks Castle and the former Mary Sharp College, founded in 1851 and closed in 1896, from the years when Winchester was known as an educational center. Its later shape changed when the Tennessee Valley Authority began Tims Ford Dam on the Elk River in 1966 and finished it in 1972, turning Boiling Fork Creek and Dry Creek into lake arms that now define parts of the city edge.
